Non -Federal entities are required to submit their disclosures, elections, and <br />requests for waiver from any requirement for substantial U.S. manufacture, <br />electronically using the Interagency Edison extramural invention reporting system <br />(iEdison) at www.iedison.gov. Non -Federal entities may obtain a waiver of this <br />electronic submission requirement by providing to the Grants Officer compelling <br />reasons for allowing the submission of paper reports. When no longer needed for the <br />originally authorized purpose, disposition of the intangible property must occur in <br />accordance with the provisions in 2 C.F.R. § 200.313(e). See also the intangible <br />property standards set forth in Section C. of these Standard Terms (Property <br />Standards). <br />e. Subawards and Executive Compensation Reports. For reporting requirements on <br />subawards and Executive Compensation, see paragraph G.05.o of these Standard Terms <br />(The Federal Funding Accountability and Transparency Act (FFATA) (31 U.S.C. § 6101 <br />note)). <br />f. Recipient Integrity and Performance Matters. For reporting requirements pertaining to <br />integrity and performance matters, see paragraph G.05.p of these Standard Terms <br />(Recipient Integrity and Performance Matters (Appendix XII to 2 C.F.R. Part 200)). <br />g. Research Performance Progress Reports. This section does not apply to this award. <br />2. Revisions of Program Plans <br />In accordance with 2 C.F.R. § 200.308 (Revision of budget and program plans) and 2 C.F.R. § <br />200.407 (Prior written approval (prior approval)), the pass-through entity must obtain prior <br />written approval from the DOC Grants Officer for certain proposed programmatic change <br />requests, unless otherwise provided by the terms and conditions of a DOC award. Requests <br />for prior approval for changes to program plans must be submitted to the Pass-through entity <br />Project Manager. The pass-through entity will then send the request to the Federal Program <br />Officer (or electronically for awards administered through Grants Online). Requests requiring <br />prior DOC approval are not effective unless and until approved in writing by the DOC Grants <br />Officer. <br />3. Other Federal Awards with Similar Programmatic Activities <br />The subrecipient must immediately provide written notification to the pass-through entity <br />Project Manager. The pass-through entity will then send the notification to the DOC Program <br />Officer and the DOC Grants Officer if, subsequent to receipt of the DOC award, other <br />financial assistance is received to support or fund any portion of the scope of work <br />incorporated into the DOC award. DOC will not pay for costs that are funded by other <br />sources. <br />4. Prohibition against Assignment by a Non -Federal Entity <br />A non -Federal entity must not transfer, pledge, mortgage, assign, encumber or hypothecate a <br />DOC financial assistance award or subaward, or any rights to, interests therein or claims <br />arising thereunder, to any party or parties, including but not limited to banks, trust companies, <br />other financing or financial institutions, or any other public or private organizations or <br />individuals without the express prior written approval of the DOC Grants Officer or the pass- <br />through entity (which, in turn, may need to obtain prior approval from the DOC Grants <br />Officer). <br />5. Disclaimer Provisions <br />a.
