Fax: 561 - <br />Director of Community Development <br />County of Indian River <br />1940 25th Street <br />Vero Beach, FL 32970 October 18, 1996 <br />N Pow W"s" Dear Mr. Keating: <br />Tlburoa, CA 94920 <br />You have asked me to undertake the following tasks: <br />• Prepare materials for, and conduct a workshop on, wireless communications in <br />general and how Indian River County can plan for them in particular. <br />• Meet with the Indian River County staff before and after the workshop. <br />• Travel to Indian River County to undertake the above tasks as soon as possible. <br />• Prior to traveling to Indian River County, briefly read the Comprehcrosive Flan, <br />Zoning Ordinance and any recent carrier submittals in order to obtain a broad <br />overview of these documents. <br />I can be available within the next three weeks to undertake these tasks and to conduct the <br />workshop on a mutually convenient date. <br />Workshop Approach <br />Kreines & Kreines, Inc. gives workshops in every part of the US. We try to tailor each <br />workshop to the specific jurisdiction and audience involved. We view the workshop as <br />an interactive learning opportunity. In Indian River County, the audience will be diverse <br />and pointed in their questions and expectations. I welcome the wireless industry's <br />presence at the workshop. <br />Types of Topics to be Covered in Workshop <br />The types of issues, options and questions usually discussed at workshops include. <br />• b the height of personal wireless facilities the major concern? <br />• Would ft County be wilting to mase the number of cell sites to bring the height of <br />personal wireless facilities down? <br />• Is co -location an issue? <br />• Does Indian River County want to require co -location? <br />• Can the County specify desired locations of ce11 sites to the industry? <br />In my opinion, there can be affirmative answers to all of these questions. <br />Workshop Format <br />In a few hrnir workshop such as Indian River County's, there are three levels of <br />participants. My remarks and responses are normally directed to the elected and <br />appointed officials. Staff interjects and interprets as needed. The audience is usually in a <br />listening mode, with questions taken from them (including industry representatives) at a <br />prearranged time during the workshop.
