r � � <br />RECOMMENDATION <br />Staff respectfully recommends that the Board of County Commissioners approve and <br />renew the EMS Certificate of Public Convenience and Necessity for the Emergency <br />Medical Services Division for a Class "A" certificate to be effective for a period of two <br />years from October 27, 1996 to October 27,- 1998. <br />This provider, as with all others, will continue to be subject to the authority of the <br />state statutes, administrative rules, and as provided by Chapter 304 of the Indian <br />River Code of Laws and Ordinances. <br />ON MOTION by Commissioner Eggert, SECONDED by <br />Commissioner Macht, the Board unanimously approved <br />the renewal of the EMS Certificate of Public <br />Convenience and Necessity for the Emergency Medical <br />Services Division for a Class "A" Certificate to be <br />effective for a period of two years from October 27, <br />1996, to October 27, 1998, as recommended by staff. <br />CERTIFICATE ON FILE IN OFFICE OF CLERK TO BOARD <br />SALE OF COUNTY SURPLUS BUILDINGS AND ASSOCIATED REAL <br />PROPERTY - KARLIN DANIEL & ASSOCIATES, INC. <br />The Board reviewed a Memorandum of October 4, 1996: <br />Date: October 4, 1996 <br />To: Honorable Board of County Commissioners <br />Thru: James E. T."Sonny" Dean, Director <br />Department of General Services <br />Subj: Sale of County Surplus Buildings and Associated Real Property <br />In September 1996, the Board authorized staff to proceed with disposal of the following County <br />owned surplus buildings and associated real property: <br />1. Old County Courthouse <br />2. Courthouse Annex <br />3. Old State Attorney's Building <br />4. Old Health Department Building <br />Florida Statutes provides for disposal of real property by: <br />1. Sale to the highest and best bidder. <br />2. Exchange for other Real Property <br />3. Direct sale to another governmental entity or organization not for profit which may be <br />organized for the purposes of promoting community interest and welfare. <br />Past experience of sealed bids on sale of surplus real property has not produced the successful results <br />staff anticipated.
