BOOK 99 PAGE 494 <br />Commissioner Bird suggested we invite elected officials from <br />all municipalities in the County, and Commissioner Macht questioned <br />whether adjacent counties should be included also. <br />Commissioner Eggert suggested the afternoon of either November <br />13th, 14th or 15th, and Chairman Adams directed staff to work with <br />those dates. <br />Chairman Adams felt staff did a good job in finding a <br />consultant who works with the public sector and whose business is <br />not selling systems to the public. <br />THE CHAIRMAN CALLED THE QUESTION and the <br />Motion passed unanimously. <br />IRC EMERGENCY MEDICAL SERVICES DIVISION - RENEWAL OF <br />CLASS "A" CERTIFICATE OF PUBLIC CONVENIENCE AND <br />NECESSITY TO PROVIDE ALS/BLS PREHOSPITAL EMERGENCY <br />MEDICAL SERVICES <br />The Board reviewed a Memorandum of October 7, 1996: <br />TO: Honorable Board of County Commissioners <br />THROUGH: Jim Chandler, County Administrator <br />FROM: Doug Wright, Director t <br />Department of Emergency Services <br />DATE: October 7, 1996 <br />SUBJECT: Approval of Renewal of a Class "A" Certificate of Public Convenience <br />and Necessity for Indian River County Emergency Medical Services <br />Division to Provide ALS/BLS Prehospital Emergency Medical Services <br />It is respectfully requested the information contained herein be given formal <br />consideration by the Board of County Commissioners at the next scheduled meeting. <br />DESCRIPTION AND CONDITIONS <br />On October 27, 1994, the Indian River County Board of County Commissioners <br />approved an Emergency Medical Services ALS/BLS Certificate of Public Convenience <br />and Necessity for Indian River County EMS. This certificate was necessary in order <br />to comply with Indian River Code of Laws and Ordinances as specified in Chapter <br />304. The certificate was approved and issued for a period of two years and will <br />expire on October 27, 1996. <br />An application for the renewal of the certificate has been submitted by the Emergency <br />Medical Services Division. The EMS Director and Medical Director has reviewed the <br />application and certifies that all requirements of Chapter 304 of the County Code have <br />been met which would justify the renewal and issuance of the referenced certificate. <br />ALTERNATIVES AND ANALYSIS <br />Section 304.11 of the Indian River County Code of Laws and Ordinances provides for <br />routine renewal of the EMS Certificate of Public Convenience and Necessity on <br />application by a current certificate holder. This can be accomplished without a public <br />hearing if the Board has no reason to believe that the public health, safety, and <br />welfare require it. Staff submits that there is no reason to hold a public hearing and <br />absent that requirement, the Board is requested to issue and renew the certificate <br />routinely. <br />OCTOBER 22, 1996 26 <br />
