Community Development Director Bob Keating advised that staff <br />will be bringing a tower moratorium ordinance before the Board at <br />the November 5, 1996 meeting. Instead of a 90 -day time frame, <br />staff is suggesting a 6 -months moratorium. There is an additional <br />tower in the application process which will not be affected by this <br />moratorium but will be coming to the Board in late November. <br />Director Keating handed out the proposal from a consultant, <br />Kreines & Kreines, and stated that staff has been talking to the <br />consultant for a while. Staff has advised the consultant that we <br />are particularly interested in an educational workshop on this <br />matter. This is the only consultant staff is aware of who does <br />this type of work. All the others provide services to the private <br />sector. Kreines & Kreines has provided services to other local <br />governments in Florida, such as the City of Altamonte Springs. <br />Staff believes the consultant will be able to help identify <br />problems, discuss alternatives and provide recommendations. Mr. <br />Kreines is available for a workshop during the next 3 to 4 weeks <br />and has provided a preliminary indication of costs which staff will <br />negotiate. There is a possibility we may be able to reduce the <br />fees if we can work with other communities. <br />Director Keating requested that the Board give staff <br />authorization to enter into a contract with Mr. Kreines to give a <br />workshop and authorize staff to spend up to $4500 from the <br />contingency fund for that purpose. Staff is also requesting that <br />the Board agree to waive some of the internal purchasing procedures <br />in order to go forward with this workshop. <br />MOTION WAS MADE by Commissioner Eggert, SECONDED by <br />Commissioner Bird, that the Board give staff <br />authorization to enter into a contract with Kreines <br />& Kreines to give a workshop tentatively set for the <br />afternoon of November 13th, 1996, and authorize <br />staff to spend up to $4500 out of contingency funds <br />for that purpose. <br />Commissioner Bird commented that he had met someone from the <br />communications tower industry who told of a very good seminar which <br />was held in Broward County. One of the participants was an <br />attorney from the Federal Communications Commission and it was a <br />very enlightened seminar. Commissioner Bird advised that he would <br />obtain the names for staff because it might be possible to combine <br />this with the upcoming workshop in some way. <br />Commissioner Eggert questioned how long the workshop would <br />last, and Director Keating estimated about 4 hours. <br />OCTOBER 22, 1996 25 BOOK 99 Pbr,.c 9 <br />
