MOTION WAS MADE by Commissioner Eggert, SECONDED by <br />Commissioner Macht, that the Board approve the <br />contract with Karlin Daniel & Associates, Inc. to <br />sell the County's surplus buildings at a public <br />auction; approve auctioning the old Courthouse and <br />Annex as one with a minimum price of $150,000 with <br />no added restrictions in regard to the east facade; <br />approve auctioning the old State Attorney Building <br />at a minimum price of $125,000; authorize the <br />Chairman to execute all applicable documents to <br />effect the sale; and approve not offering the old <br />Health Department Building for sale at this time due <br />to the present extensive use of that structure for <br />off-site conditioned storage; all as recommended by <br />staff. <br />Anthony Masi, of 1700 Ocean Drive, believed Director Dean <br />presented an excellent case but wondered how effective and <br />efficient it will be for taxpayers. He strongly opposed selling <br />any vacant buildings that are not surplus buildings and especially <br />those that do not meet the definition of a surplus building. He <br />felt if the buildings are no longer needed, he would have no <br />objection, but felt the taxpayers should not be burdened with a new <br />administration building if that is what the County has in mind. He <br />believed these buildings could be used to relieve the overcrowded <br />conditions in the present Administration Building. <br />Mr. Masi stated that he had polled 1500 residents and has <br />supportive letters for these buildings from many private and public <br />organizations. He held up a packet and advised that it contained <br />signatures of residents, resolutions, and supportive letters (MR. <br />MASI DID NOT ENTER THIS PACKET INTO THE RECORD). <br />Mr. Masi believed the Board should show good faith by <br />reconvening the ad hoc committee which has not met in 2 years. He <br />felt the Board would be mistaken to ask only $150,000 for the old <br />courthouse building. <br />Chairman Adams advised Mr. Masi that number was a minimum bid. <br />Commissioner Macht iterated that investigations have indicated <br />a cost of at least $5,000,000 to renovate the old courthouse and <br />advised that the School Board had come to the same conclusion. He <br />personally believed that would be a low estimate in view of the <br />sick building syndrome. The air conditioning renovation alone <br />would run about $2,000,000 and then the County would be left with <br />OCTOBER 22, 1996 29 600K 99 flq,. 497 <br />
