CHANDLER <br />COUNTY ADMINISTRATOR <br />October 14, 1996 <br />FROM: <br />PREPARED <br />AND STAFFED <br />BY: <br />SUBJECT: <br />BACKGROUND <br />TERRANCE G. <br />DIRECTOR OF <br />WILLIAM F. <br />CAPITAL PF <br />TY SERVICES <br />ODOR CONTROL PILOT TESTING RESEARCH AND <br />DEVELOPMENT JOINT VENTURE WITH CALGON CARBON, <br />INC. <br />Indian River County Utility staff in an ongoing effort to locate a <br />cost effective method of odor control for both water and wastewater <br />treatment facilities is proposing to allow Calgon Carbon, Inc., to <br />pilot a new patented odor control technology at our South County <br />R.O. Plant and at the sludge receiving lift station for our septage <br />facility. Staff has reviewed the technology to determine its <br />feasibility of success and is now prepared to recommend proceeding <br />with this field pilot test of their prototype treatment system <br />units. For details of the history of odor control work relative <br />specifically to the South County R.O. Plant site, please reference <br />the attached report titled "South County R.O. Proposed Pilot by <br />Calgon Carbon, Inc., Informational Summary." <br />Problems with odor complaints have also become an issue with the <br />County's Central Region/Gifford Wastewater Treatment Plant and <br />Sludge Facility. As a result _of this, we wish to allow Calgon <br />Carbon, Inc., to begin a pilot test of their technology at this <br />site also. There are extreme differences in the composition of the <br />gas streams at the water plant versus the wastewater plant. If <br />successful at the Gifford site, the possibilities for additional <br />applications of this technology may be realized (i.e., pump <br />stations, etc.).
