do <br />rr <br />�70 CDM Camp Dresser & McKee Inc. <br />ATTACHMENT B <br />SCOPE OF SERVICES <br />INDIAN RIVER COUNTY SOLID WASTE DISPOSAL DISTRICT <br />CONVENIENCE CENTER SITE AND OPERATING IMPROVEMENTS EVALUATION <br />PROJECT SCOPE OF SERVICES <br />Introduction <br />The Solid Waste Disposal District (SWDD) was established as a dependent special district of <br />Indian River County on December 22, 1987 under Ordinance 87-67. The SWDD encompasses <br />the unincorporated area of the County, and through interlocal agreements, the municipalities of <br />Vero Beach, Town of Indian River Shores, Town of Orchid, City of Sebastian, and the City of <br />Fellsmere. <br />The SWDD's waste management system is composed of three primary budgetary systems <br />consisting of the landfill operations, refuse operations, and recycling operations. The landfill <br />operations and budget address the administration of the SWDD, waste disposal, household <br />hazardous waste management, and the administration of the franchised waste collection <br />companies. The refuse operations and budget address the SWDD operated transport of <br />residential waste from the five collection / recycling (Convenience) Centers to the landfill. The <br />recycling operations and budget address the staffing of the Convenience Centers; the collection, <br />processing and marketing of recyclables; and the public education program for the promotion of <br />recycling. <br />The five Convenience Centers are staffed by county employees and are scheduled for overlapping <br />service, six days a week. Approximately 18% of the residential garbage and five percent of <br />recycled material of Indian River County is collected at the Convenience Centers. Household <br />hazardous materials and five percent of the county's yard waste are also collected at the Centers. <br />The sites have been operating for over ten years and a review of their status is recommended. <br />There are several areas which require attention as outlined in Task 1.0 below. <br />Task LO - Prepare Evaluation Report with Recommendations and Construction Cost Estimates <br />CDM will evaluate the Convenience Centers and prepare a report setting forth the findings. The <br />evaluation process would include gathering information through site visits, interviews of <br />employees, and users of the sites. CDM would inspect each site for physical structural damage, <br />evaluate traffic flow, evaluate equipment, analyze customer usage, assess employee procedures, <br />appraise site drainage, employee accommodations, site security, material storage, and site safety. <br />CDM will also conduct SWDD employee interviews and informal IRC customer interviews to <br />identify issues to address.
