No operation, transportation or storage of equipment or materials is authorized seaward <br />of the dune crest or rigid coastal structure during the marine turtle nesting season, April 1 <br />through October 31. <br />7. All fill material placed shall be sand that is similar to that already existing at the beach site <br />in both coloration and grain size distribution and suitable for marine turtle nesting. All <br />such fill material shall be free of construction debris, rocks, or other foreign matter, and <br />shall not contain, on average, greater than 10 percent fines (i.e., silt and clay) (passing the <br />#200 sieve) and shall be free of gravel or cobbles. <br />8. Visual surveys for escarpments along the beach fill area shall be made prior to April 1 for <br />the following year. All scarps that interfere with sea turtle nesting or that exceed 18 <br />inches in height for a distance of 100 feet shall be leveled or the beach profile shall be <br />reconfigured to minimize scarp formation by April 1. Any escarpment removal shall be <br />reported relative to project area. If escarpments that exceed 18 inches in height for a <br />distance of 100 feet occur during the nesting season, the FWC shall be contacted <br />immediately to determine the appropriate action to be taken.
