BOOK 9 9 PAGk5 <br />PROCLAMATION - NATIONAL ADOPTION MONTH <br />Chairman Adams read aloud the following proclamation and <br />presented it to Betsy Barbatelli. <br />PROCLAMATION <br />WHEREAS,all children need the love, support and stability of <br />a family; and <br />WHEREAS, in the State of Florida, over 8,004 children are <br />living in substitute care away from their families of birth; and <br />WHEREAS, 1,700 of these children will not return to their <br />birth families and are in need of a loving, caring adoptive <br />family; and <br />WHEREAS, nearly all of these children have special needs;_ <br />emotional, physical or mental disabilities, must be placed as a <br />sibling group, are of a minority race or are older; and <br />WHEREAS, in 1995, over 1,623 Florida children with special <br />needs were placed into adoptive families; and <br />WHEREAS, it has been proven that there are indeed families <br />able and willing to adopt children with special needs; and <br />WHEREAS, children waiting for adoptive parents and families <br />who have adopted these children require and deserve community <br />and public agency support to sustain their adoptions: <br />NOW, THEREFORE, BE IT PROCLAIMED BY THE BOARD OF COUNTY <br />COMMISSIONERS OF INDIAN RIVER COUNTY, FLORIDA that November, 1996 <br />be designated as <br />NATIONAL ADOPTION MONTH <br />in Indian River County, Florida, and the Board encourages <br />celebrations of families built through adoption and increased <br />awareness of the needs of children still waiting for permanent <br />homes. <br />Adopted this ,5 day of November, 1996. <br />6 <br />November 5, 1996 <br />BOARD OF COUNTY COMMISSIONERS <br />INDIAN RIVER COUNTY, FLORIDA <br />Fran B.
