• <br />i.� <br />Indian River County Non -Profit Agency Request <br />Review Process <br />♦ Establish a 9-13 member volunteer committee with county <br />commission representation; others members should reflect the <br />diversity of the residents of the county. No member shall be a <br />recipient or affiliated with a non-profit organization applying for or <br />receiving county funding. <br />♦ Through a established process: <br />» needs, gaps and effectiveness of current and proposed <br />programs. <br />» set priorities for funding <br />» set standands: fiscal, administrative and programmatic <br />which are outcome based. <br />» develop a "request for proposal (RFP)" process to evaluate <br />funding request. <br />♦ Within an established allocation from the County Commission, <br />the committee will function as a "clearing house" for: <br />» to receive funding requests --RFPs. <br />evaluate based on established needs and standards. <br />» make recommendations for funding to the Board of <br />County Commissioners. <br />♦ Throughout the year, the committee will meet to review and <br />evaluate funded agencies' compliance with standards, conduct <br />on-site visits and report findings to Board of County <br />Commissioners. <br />Commissioner Macht envisioned that funds would be requested <br />and funding would be increased in order to bring help where help is <br />needed. He asked for consensus to move the idea forward. <br />Commissioner Eggert was concerned who would be on the <br />committee to determine the needs/costs and when and how the project <br />would be funded, and Commissioner Macht advised it would be <br />citizens from the community, not the care givers or their <br />associates. Commissioner Macht was not exactly certain how it <br />would work, but, Judge Kanarak was very interested in developing <br />priorities. <br />Commissioner Eggert asked which would come first, the funding <br />request or the setting of priorities and proposals; it sounded to <br />her that the committee would come in with a list and recommend how <br />much funding would be needed. <br />November 5, 1996 <br />107 <br />BOOK 99 FAu.-L624 <br />
