McCoy, AICP J y A <br />Senior Planner, Current Development <br />DATE: October 28, 1996 <br />SUBJECT: CCA Holdings Inc.'s Request for Final Plat Approval for <br />a Multi -Family Residential Planned Development to be <br />Known as Kyle's Run <br />It is requested that the data herein presented be given formal <br />consideration by the Board of County Commissioners at its regular <br />meeting of November 5, 1996. <br />DESCRIPTION AND CONDITIONS: <br />Kyle's Run is a 200 unit multi -family planned development on 16.54 <br />acres. The subject site is located on the north side of 8th Street <br />between 6th Avenue and Indian River Boulevard. At its February 20, <br />1996 meeting,the Board of County Commissioners granted conceptual <br />planned development and special exception use approval. Final plat <br />approval is required prior to the issuance of a certificate of <br />occupancy (C.O.) for any portion of the project. <br />On January 25, 1996, the Planning and Zoning Commission granted <br />preliminary plat/plan approval for Kyle's Run. All required <br />improvements for the development are controlled by that approved <br />plan. BSE Consultants Inc., on behalf of the CCA Holding Ltd.,,is <br />now requesting final plat approval, and has submitted a final plat <br />(site boundary plat) that is in conformance with the approved <br />preliminary PD plat/plan. <br />ANALYSIS: <br />Required improvements necessary to serve individual buildings <br />within the project are controlled via the PD plan inspection <br />process and will be inspected and approved on a building -by - <br />building basis. Prior to obtaining a certificate of occupancy <br />(C.O.) for any building, the required improvements necessary to <br />serve that building must be constructed by the developer and <br />approved by staff. All of the required improvements in the <br />development will be private, except certain utility improvements, <br />which_ will be dedicated._and .warranted separately prior to the <br />issuance of a C.O. for any building. Since the provision of <br />required internal improvements will be controlled through the PD <br />plan inspection process, and since the final plat conforms to the <br />approved preliminary plat/plan, the developer has complied with the <br />appropriate requirements to obtain final plat approval. <br />RECOMMENDATION: <br />Staff recommends that the Board of County Commissioners grant final <br />PL plat approval for the Kyle's Run planned development. <br />23 <br />November 5, 1996 <br />BOOK 99 f'AG� 540 <br />
