r I <br />BOOK 99 PAGE 597 <br />Director Boling and Community Development Director Bob Keating <br />responded to numerous questions of the Commissioners concerning <br />current locations of bars in proximity to schools and churches. <br />Chairman Adams saw two different situations: a bar that serves <br />alcoholic beverages and a restaurant which serves beer and wine <br />with food. She thinks they may need to be addressed differently. <br />The following clergy and others spoke against any modification <br />of the current alcoholic beverage ordinance for various reasons <br />including the consequences of use of alcoholic beverages by young <br />people; effects of alcoholic abuse; dangers to the moral standards <br />of Indian River County; there are enough existing places in the <br />county that sell alcoholic beverages; and that the ordinance was in <br />place when The Ultimate Pizza moved into their present location. <br />• Rev. Joe Brooks, 20th Avenue Church of God; <br />• Rev. Richard Williams, Glendale Baptist Church; <br />• Rev. Paul Mace, Forest Park Baptist Church; <br />Bruce Barkett, attorney representing The Ultimate Pizza and <br />Lori Fothergill, advised that he was not Ms. Fothergill's attorney <br />when she moved the restaurant's location. He understood the <br />concerns expressed by the prior speakers and agreed that the <br />ordinance should not be changed for one person. He felt that many <br />of the concerns and reasons mentioned by the opponents had nothing <br />'to do with serving beer or wine at a restaurant, but that is the <br />issue. He believed the issue should be decided based on logic and <br />reason, valid police power concerns and valid planning concerns, <br />not emotions. <br />Attorney Barkett recalled that at a recent public workshop, no <br />concern was raised on behalf of the school district about reducing <br />the distances between a restaurant serving alcoholic beverages and <br />the schools.
