AUCTIONEER SERVICES CONTRACT - SALE OF REAL PROPERTY: <br />OLD COURTHOUSE, ANNEX, & OLD STATE ATTORNEY BUILDING <br />General Services Director Sonny Dean reviewed a Memorandum of <br />October 25, 1996: <br />DATE: October 25, 1996 - - <br />TO: Honorable Board of County Commissioners <br />THRU: James E. Chandler <br />County Administrator <br />FROM: H.T. "Son"" Dean, Director <br />Department of General Se es <br />SUBJECT: County Surplus Real Property Sale - Auctioneer Services Contract <br />BACKGROUND: <br />At the regular meeting of October 22, 1996, the Board approved a contract with Karlin Daniel & <br />Associates to auction off the Old Courthouse, Courthouse Annex, and Old State Attorney Building. In <br />accordance with this action a contract has been prepared to formalize the agreement between Indian River <br />County and Karlin Daniel & Associates. <br />RECOMMENDATION: <br />Staff recommends approval of the attached agreement. <br />Commissioner Eggert moved approval of the recommendation, but <br />motion died for lack of a second. <br />Commissioner Bird preferred to have discussion first and <br />Chairman Adams agreed. <br />In response to Commissioner Bird's concerns, Director Dean <br />described the procedures used for solicitation of auctioneer <br />services in this matter. <br />Ron Rennick of Ron Rennick Auctions, Inc., referred to his <br />letter of September 18, 1996, Director Dean's letter of October 1, <br />1996, and Mr. Rennick's proposal under date of October 2, 1996. <br />Mr. Rennick felt his company was not properly considered in this <br />matter and took exception to the award of the contract to Karlin <br />Daniel & Associates and stated that it was a "fluffy" 38 -page <br />unsigned proposal. Mr: Rennick felt his 'Local knowledge and <br />presence rendered him more expert in the properties to be <br />auctioned. He submitted a contract for the Board's review. He <br />felt that all bids on the buildings should be subject to <br />confirmation by the Board. <br />In response to Commissioner Eggert, Mr. Rennick advised that <br />while he had no prior experience in auctioning government <br />91 <br />November 5, 1996 500K 99 PAL 608 <br />
