Bunt, Assistant County Administrator <br />Addie Javed, PhD, PE, CFM, Public Works Director <br />FROM: Erik Ferguson, P.E., County Traffic Engineer <br />SUBJECT: Agreements for Traffic Signal Synchronization and Cohabitation <br />with the Florida East Coast Railway L.L.C. and Brightline Trains <br />Florida LLC for the 41 st Street, 45th Street, and 49th Street <br />Railroad / Highway Grade Crossings <br />DATE: November 25, 2024 <br />DESCRIPTION AND CONDITIONS <br />The settlement agreement between Brightline Trains Florida LLC (Brightline) and Indian <br />River County (the County) includes the construction of traffic signals at the intersections of <br />Old Dixie Highway with 41st Street, 45th Street, and 49th Street. Construction of these <br />signals is currently underway and is expected to be completed by January or February <br />2025. <br />To ensure safety and comply with Federal and State requirements, the railroad crossing <br />devices at each location must be synchronized with the new traffic signals. This <br />synchronization is essential to prevent vehicles from being trapped on the railroad crossing <br />when trains approach and to improve the traffic signals' operational efficiency during train <br />passages. <br />Additionally, the traffic signal at Old Dixie Highway and 45th Street will include signal heads <br />for eastbound traffic mounted on the railroad truss. <br />The attached agreements between Brightline, Florida East Coast Railway L.L.C. (FEC), <br />and the County outline the responsibilities of each party regarding the construction, <br />installation, operation, and maintenance of the synchronization system and the shared use <br />of railroad trusses for traffic signal heads. <br />FUNDING <br />Brightline will be responsible for the construction costs. <br />�li <br />WV <br />
