Board of County Commissioners Meeting Minutes - Final <br />9.U. 24-0985 <br />9.V <br />9.W <br />December 3, 2024 <br />must prepare for potential annexations and density increases due to existing service <br />agreements with surrounding areas. This required coordination with cities and <br />developer agreements to support the necessary infrastructure for reasonable growth <br />and density. <br />The Board discussed the importance of Interlocal Agreements moving forward with <br />annexations, including a recent proposal from the City of Sebastian and future <br />discussions with the City of Fellsmere. It was important to note that while the City of <br />Vero Beach was mostly landlocked, areas may still be suitable for annexation. County <br />Attorney Jennifer Shuler would contact the City of Sebastian and the City of <br />Fellsmere to assess their willingness to collaborate on an Interlocal Service or Joint <br />Planning Agreement, with updates to follow for the Board's consideration. <br />A motion was made by Vice Chairman Loar, seconded by Commissioner Earman, <br />to approve staffs recommendation.
