Board of County Commissioners Meeting Minutes - Final December 17, 2024 <br />Corrections Officers, and an additional $11,000 for charitable contributions. <br />Chairman Flescher referred to the Sheriffs memo dated December 6, 2024, for <br />details regarding the request. <br />A motion was made by Vice Chairman Loar, seconded by Chairman Flescher, to <br />approve Sheriff Flowers' request to use funds from the Law Enforcement Trust <br />Fund to purchase equipment and support community programs. The motion <br />carried by the following vote: <br />Aye: 5- Chairman Flescher, Vice Chairman Lear, Commissioner Adams, Commissioner <br />Earman, and Commissioner Moss <br />11. PUBLIC ITEMS <br />A. PUBLIC HEARINGS <br />PROOF OF PUBLICATION FOR THESE HEARINGS 1S ON FILE IN THE <br />OFFICE OF THE CLERK TO THE BOARD. <br />11.A.1. 24-0943 Biosolids Moratorium Extension Ordinance - LEGISLATIVE <br />Recommended Action: The County Attorney's Office recommends that after the public hearing the Board <br />vote to approve the Ordinance. <br />Attachments: Staff Report <br />Biosolids Moratorium Ordinance <br />Business Impact Statement <br />Assistant County Attorney Chris Hicks presented the Biosolids Moratorium <br />Extension Ordinance for the Board's approval. Attorney Hicks explained the <br />ordinance needed to be renewed annually to extend the temporary moratorium on <br />the spread of Class B biosolids on County land. <br />The Chairman opened the public hearing. There being no comments, the <br />Chairman closed the public hearing. <br />A motion was made by Vice Chairman Loar, seconded by Chairman Flescher, <br />to adopt Ordinance 2024-012, authorizing an extension of the temporary <br />moratorium for an additional 1 year, or until a comprehensive review of the <br />impact on the County's ecosystem is completed, within the unincorporated <br />areas of Indian River County prohibiting land application activities of Class B <br />biosolids; providing for additional study and possible regulation of Class B <br />biosolids application activities; providing for exhaustion of administrative <br />remedies; and providing for severability, repeal of conflicting provisions, and <br />an effective date. The motion carried by the following vote: <br />Aye: 5- Chairman Flescher, Vice Chairman Loar, Commissioner Adams, Commissioner <br />Earman, and Commissioner Moss <br />11.A.2. 24-0990 Public Hearing Scheduled for December 17, 2024, to Consider Notice Of Intent <br />To Use Uniform Method Of Collecting Non -Ad Valorem Assessments <br />Recommended action: The County Attorney recommends that the Board conduct a public hearing on the <br />Indian River County, Florida Page 9 <br />
