Board of County Commissioners Meeting Minutes - Final <br />December 17, 2024 <br />proposed resolutions, take comment from interested persons, and approve the <br />two attached resolutions regarding the intent to use the uniform method for the <br />levy and collection of special assessments. <br />Attachments: Staff Report <br />Resolution - Non -Ad Valorem Assessments <br />SWDD Resolution 2024 <br />County Attorney Jennifer Shuler explained the process to collect non -ad valorem <br />assessments for the Solid Waste Disposal District (SWDD). She noted there <br />were two (2) resolutions for the Board's consideration. <br />The Chairman opened the public hearing for comments on either resolution. There <br />being no comments, the Chairman closed the public hearing. <br />A motion was made by Vice Chairman Loar, seconded by Commissioner <br />Earman, to approve staffs recommendation and Resolution 2024-076, electing <br />to use the uniform method of collecting non -ad valorem special assessments <br />levied within the unincorporated areas of Indian River County; stating a need <br />for such levy; providing for the mailing of this Resolution; and providing an <br />effective date. The motion carried by the following vote: <br />Aye: 5 - Chairman Flescher, Vice Chairman Loar, Commissioner Adams, Commissioner <br />Earman, and Commissioner Moss <br />The Board of County Commissioners reconvened as the Board of Commissioners <br />of the Solid Waste Disposal District. <br />A motion was made by Commissioner Moss, seconded by Chairman Flescher, <br />sitting as the Solid Waste Disposal District of Indian River County, Florida, to <br />approve SWDD Resolution 2024-001, electing to use the uniform method of <br />collecting a non -ad valorem special collection assessment to be levied within <br />the unincorporated area of Indian River County; stating a need for such levy; <br />providing for administrative actions; providing for conflicts; providing for <br />scrivener's errors; and providing for an effective date. The motion carried by <br />the following vote: <br />Aye: 5 - Chairman Flescher, Vice Chairman Loar, Commissioner Adams, Commissioner <br />Earman, and Commissioner Moss <br />The Board of Commissioners of the Solid Waste Disposal District reconvened as the <br />Board of County Commissioners with all members present. <br />11.A.3. 24-1005 Orlando Health Hospital Revenue Bonds Hearing <br />Recommended Action: The County Attorney recommends that the Board conduct a public hearing, take <br />comments from interested persons, and approve the resolution approving Orlando <br />Health's issuance of Hospital Revenue Bonds in an amount not to exceed <br />$200,000,000. <br />Indian River County, Florida Page 70 <br />
