EXHIBIT #A
PROJECT ID 13.23.538
Indian River County Department of Utility Services
Amendment No. 1 to Work Order No. 6
Carrier Equipment Corral versus Temporary Relocation Cost Comparison
PROJECT UNDERSTANDING
Indian River County Department of Utility Services (IRCDUS) owns and operates the Gifford
Elevated Water Tank located at 4690 28d' Ct, Vero Beach, FL 32967.
The tank is currently out of service and is instead used to carry telecommunication equipment.
The tank was structurally evaluated under the current scope of work to determine what
improvements would be necessary to support additional carriers on the tank. The structural
improvements identified are currently under construction. Kimley-Horn also identified the need
to sandblast and recoat the entire elevated storage tank. This would require relocating the carrier
equipment. The equipment could either be relocated to a temporary telecommunication tower
during the recoating process or the equipment could be permanently relocated to a corral at the
top of the tank. IRCDUS has requested an amendment to the current contract with Kimley-Horn
to evaluate the cost difference between the design and construction of a permanent corral on the
top of the elevated tank to house the carrier equipment versus relocating the equipment to a
temporary tower for the upcoming sandblasting and recoating of the elevated tank.
SCOPE OF SERVICES
Task 1 (No changes): Structural Analysis Report
Task 2 (No changes): Structural Analysis Report w/ Modifications
Task 3 (No changes): Modification Design Drawings
Task 4 (No changes): Bidding Assistance
Task 5 (Amended): Construction Phase Assistance
Consultant will prepare a class 5 opinion of probable cost to compare the engineering and
construction costs associated with (2) potential scenarios. Scenario I will include the design and
construction of a top -mounted corral. Scenario 2 will include the engineering and construction
costs to provide a temporary telecommunication structure for the carriers to relocate their
equipment off of the water tank structure during the forthcoming sand -blasting operations.
Scenario 2 will also include estimates to physically relocate the carriers to the temporary
structure, and back to the water tank once coating operations have concluded.
Task 5 (Amended): Deliverable
Consultant will submit one class 5 opinion of probable cost for each of the two scenarios in PDF
format. Consultant will provide a summary by email of their recommendation to IRC for the next
phase of improvements at the Gifford Elevated Tank.
K:\WPB_Civil\044572077 Gifford Water Tank Mods\MIS\Cost Benefit Analysis Amendment\2025.01.21 - Gifford Water Tank - Amendment 1
- Scope.doc
