boo 99 Fnf.-751 <br />PLAN AMENDMENT NUMBER: LUDA 96-07-0225 <br />It is requested that the data herein presented be given formal <br />consideration by the Board of County Commissioners at their regular <br />meeting of November 12, 1996. <br />DESCRIPTION AND CONDITIONS <br />This is a request to redesignate approximately 101.8 acres from M- <br />1, Medium -Density Residential -1 (up to 8 units/acre) and AG -2, <br />Agricultural -2- (up to 1 unit/10 acres) to C/I, Commercial/ <br />Industrial Node, while simultaneously redesignating 118.4 acres <br />from C/I, Commercial/ Industrial Node, to PUB, Public Facilities. <br />The subject tracts are under separate ownership. <br />More specifically, the request involves reconfiguring two nodes. <br />The proposed: amendment will remove 118.4 acres from the 9th Street <br />S.W. (Oslo Road)/74th Avenue Commercial/ Industrial Node, while <br />simultaneously adding 101.8 acres to the SR 60/I-95 Commercial/ <br />Industrial Node. Granting the request would result in a decrease <br />in the county's total amount of C/I designated land. Additionally, <br />the request involves extending the county's Urban Service Area <br />(USA) boundary approximately one-eighth of a mile to the west, on <br />the north side of SR 60. That change would result in a USA <br />expansion of approximately 29.5 acres. <br />The property to be redesignated to C/I is located at the northeast <br />corner of SR 60 and 102nd Avenue. This property, owned by George <br />Lambeth, will be referred to as Subject Property 1. The request <br />involves changing the land use designation of this tract from M-1, <br />Medium -Density Residential -1 (up to 8 units/acre) and AG -2, <br />Agricultural -2 (up to 1 unit/10 acres) to C/I, Commercial/ <br />Industrial Node. A concurrent rezoning of Subject Property 1 is <br />not part of this request. <br />The property to be redesignated to PUB is located between 9th <br />Street S.W. (Oslo Road) and 13th Street S.W. (Kelly Road), <br />approximately one-half of a mile west of 74th Avenue. This <br />property, recently acquired by Indian River County's Solid Waste <br />Disposal District (SWDD) for future landfill expansion and to be <br />the site of a recycling based waste conversion center, will be <br />referred to as Subject Property 2. The request involves changing <br />the land use designation of this tract from C/I to PUB. A <br />concurrent rezoning of Subject Property 2 is not part of this <br />request. <br />The purpose of this request is to redesignate Subject Property 2 to <br />reflect its current public ownership, as well as to facilitate the <br />development of an industrial park on and around Subject Property 1. <br />The creation of such a park implements policies of the county's <br />Overall Economic Development Plan and of the Economic Development <br />Element of the county's comprehensive plan. <br />On September 26, 1996, the Planning and Zoning Commission voted 6-0 <br />to recommend that the Board of County Commissioners transmit the <br />proposed land use amendment to the State Department of Community <br />Affairs (DCA) for their review. The Board of County Commissioners <br />is now to decide whether or not the subject request is to be <br />transmitted to DCA for their review. <br />Existincr Land Use Pattern <br />- Subject Property 1 <br />Subject property 1 and land to the west consist of citrus groves. <br />The east 72.3 acres of the site are zoned A-1, Agricultural <br />District (up to 1 unit/5 acres), while the west 29.5 acres of the <br />site and land west of the site are zoned A-2, Agricultural District <br />(up to 1 unit/10 acres). <br />South of the site, across SR 60, land is also zoned A-1 and A-2. <br />That land contains groves and the Kenilworth Estates subdivision of <br />single-family houses on large lots. Southeast of the site, land is <br />zoned A-1 and contains citrus groves. <br />To the east of the site, across 98th avenue, is the RS -6, Single - <br />Family Residential District (up to 6 units/acre) zoned Vero <br />Tropical Gardens subdivision. Land North of the site is zoned A-2 <br />and contains rangeland and a sand mine. <br />NOVEMBER 12, 1996 88 <br />
