There being no comments, the Chairman <br />closed the public hearing. <br />A motion was made by Vice Chairman Loar, seconded by Commissioner Adams, <br />to approve staffs recommendation and adopt Ordinance 2025-005, amending the <br />text of the Comprehensive Plan's Capital Improvements Element by updating the <br />County's 5 -Year Capital Improvements Program (CIP) schedule and related Data <br />and Analysis sections and providing severability and effective date. The motion <br />carried by the following vote: <br />Aye: 5 - Chairman Flescher, Vice Chairman Loar, Commissioner Adams, Commissioner <br />Earman, and Commissioner Moss <br />11.A.3. 25-0286 Glendale Baptist Church, Inc.'s Request for Special Exception Use and Site Plan <br />Approval for a Grades 6-10 Private School [SP -SE -24-05-16 / 91100064-96211] <br />Recommended Action: Based on the analysis above, staff recommends that the BCC grant special exception <br />use and site plan approval for the school facility, with the following conditions: 1. A <br />formal review of the life safety plan shall be conducted by the Indian River County <br />Building Division and must be approved prior to issuance of a change of occupancy <br />permit to allow for school use in the existing church building. 2. The maximum <br />student enrollment shall not exceed 70 students. 3. (Applicant) and Indian River County. <br />Each Commissioner, as requested by the Chairman, disclosed ex parte <br />communications, site visits, or independent investigations. The Commissioners also <br />affirmed that they have an open mind and can base their decisions on the evidence <br />presented and the applicable law.
