Board of County Commissioners Meeting Minutes - Final February 25, 2025 <br />Deputy Clerk administered the Oath to all persons who wished to speak. <br />Chief of Long Range Planning Patrick Murphy presented the Applicant's request for <br />special exception use to expand their private school to include grades 6 through 10. <br />Utilizing a PowerPoint presentation, Mr. Murphy showed and described the site plan, <br />traffic circulation plan, landscape plan, and improvements. He noted that no new <br />structures would be added, and projected traffic was too minimal to require an impact <br />study. The request was approved by the Planning and Zoning Commission at their <br />January 23, 2025 meeting; staff recommended approval with conditions. <br />Rebecca Grohol, MBV Engineering, appeared before the Board on behalf of the <br />Applicant. <br />There being no comments, the Chairman closed the public hearing. <br />A motion was made by Vice Chairman Loar, seconded by Commissioner Adams, <br />to approve staffs recommendation. The motion carried by the following vote: <br />Aye: 5 - Chairman Flescher, Vice Chairman Loar, Commissioner Adams, Commissioner <br />Earman, and Commissioner Moss <br />B. PUBLIC NOTICE ITEMS <br />11.8.1. 25-0266 Public Notice of a Public Hearing for March 11, 2025, to Consider an Ordinance <br />creating Chapter 306.16 of the Indian River County Code entitled: Section <br />306.16. Prohibition of Public Camping or Sleeping within County Buildings, or on <br />Its Grounds, Streets, Sidewalks, Right -of -Way, and Other Public Property <br />Attachments: 25.2.7 Public Notice Memo <br />County Attorney Jennifer Shuler read the notice into the record. <br />No Action Taken or Required . <br />12.
