COUNTY ATTORNEY MATTERS <br />14.A. 25-0265 Amendment No. 1 to the Service Agreement with Southeast Florida Behavioral <br />Health Network for Administration of Opioid Settlement Proceeds <br />Recommended Action: The County Attorney's Office recommends that the Board approve and authorize the <br />Chairman to sign Amendment No. 1 to the Southeast Behavioral Service Agreement <br />in a final form approved by the County Attorney and the Director of the Office of <br />Management and Budget. <br />Attachments: Staff Report <br />Amendment No. 1 to Service Agmt track changes <br />Amendment No. 1 to Service Agmt clean copy <br />Amendment Cover Sheet <br />County Attorney Jennifer Shuler provided context for the amendment to the service <br />agreement with Southeast Florida Behavioral Health Network (SFBHN) to manage <br />opioid settlement funds. The State required a third party to distribute the funds due to <br />the County's size, however the agreement with SFBHN had not provided details on <br />administration and distribution. The amendment provided for a five percent <br />administration fee for SFBHN to manage and distribute the settlement proceeds. <br />Amanda Busbin, Chief of Network Integrity at SFBHN, explained that the Public <br />Safety Council would oversee ongoing funding allocations, and a member of her staff <br />would ensure proper financial reporting to the State. Ms. Busbin noted the funds had <br />disbursement requirements requiring strict documentation, which her agency would <br />provide. The Board would receive reports on the fund utilization, and the money <br />would roll over from year to year. <br />Attorney Shuler stated this agreement would be in effect until the end of the County's <br />fiscal year, and an amendment for the next year would be brought forward.
