(Geosyntec) is pleased to submit this proposal to <br />Indian River County (IRC), Solid Waste Disposal District (SWDD) to provide engineering <br />services related to revision to the Title V Air Operation Permit for the IRC Landfill (IRCL) <br />facility. Air Construction Permit No. 0610015 -011 -AC was issued on 31 October 2024 for the <br />construction of a 3,000 SCFM Landfill Gas Utility Flare (EU 009). Per Section 2, Condition #9 <br />of the permit, IRCL must apply for a Title V Air Operation Permit no later than 180 days of the <br />initial operation of the Landfill Gas Utility Flare; therefore, pursuant to the requirements of <br />Chapter 403 of the Florida Statue (F.S.), Chapters 62-4, 62-210 and 62-213 of the Florida <br />Administrative Code (F.A.C.), the operation of the Landfill Gas Utility Flare has to be added to <br />the Title V Air Operation Permit for the Class I Landfill. The permit also requires that SWDD <br />conduct an initial visible emissions compliance test within 60 days after achieving the permitted <br />capacity, but not later than 180 days after initial operation of the unit. <br />The current 5 -year permit (Permit No. 0610015 -008 -AV) was issued on 24 January 2023 with an <br />expiration date of 24 January 2028 by the Florida Department of Environmental Protection <br />(FDEP), Division of Air Resource Management (DARM). This proposal presents the scope of <br />work, schedule, and budget estimate for the preparation and submittal to the FDEP an application <br />for the permit revision to include the Landfill Gas Utility Flare to the Title V Air Operation <br />Permit and coordination of the initial visible emission test. <br />Geosyntec has prepared this proposal (professional services as Exhibit A of Work Order Number <br />8, pursuant to that certain Continuing Contract Agreement, dated May 2, 2023 ("Agreement"), <br />by and between INDIAN RIVER COUNTY, a political subdivision of the State of Florida <br />("COUNTY") and Geosyntec ("Consultant"). <br />The remainder of this proposal presents: (i) project background; (ii) proposed scope of work; (iii) <br />schedule; and (iv) budget estimate. <br />NCP2323263/JL23037 Title V Air Operation Permit Revision Proposal.doc <br />engineers I scientists I innovators <br />
