Mr. Himanshu Mehta <br />8 May 2025 <br />Page 3 <br />PROJECT BACKGROUND <br />The IRCL facility is located in southern Indian River County, east of Interstate 95, south of Oslo <br />Road, and west of Rangeline Road in Vero Beach, Florida. The landfill serves the unincorporated <br />Indian River County and municipalities of Vero Beach, Orchid, Fellsmere, Sebastian, and Indian <br />River Shores. The SWDD administers the management and operation of the Class I Landfill at the <br />IRCL facility, and as such, it is the permit holder of the IRCL facility. This landfill facility is <br />currently operating under Title V Air Operation Permit No. 0610015 -008 -AV, effective 24 January <br />2023. The permit covers the following EUs: (i) EU 003 — Municipal Solid Waste (MSW) Landfill; <br />(ii) EU 004 — Emergency Standby Generator (805 HP) for the on-site bio -solids dewatering facility; <br />(iii) EU 005 — Landfill Gas Utility Flare; (iv) EU 006 — Emergency Standby Generator (268 HP) at <br />administrative building; (v) EU 007 — Emergency Standby Generator (26.8 HP) for new leachate lift <br />station at the landfill; and EU 008 — 30,000 GPD Leachate Evaporator. <br />As previously mentioned, the IRCL facility was issued a Title V Air Construction Permit No. <br />0610015 -009 -AC for the Landfill Gas Utility Flare as Emission Unit (EU) 009 on 31 October 2024 <br />with an expiration date of 31 May 2027. This permit authorizes construction of the flare and initial <br />operation to determine compliance with FDEP rules. The permit requires that SWDD apply for the <br />permit at least 90 days prior to expiration of the air construction permit, but no later than 180 days <br />after commencing operation. It also requires that SWDD conduct an initial visible emissions <br />compliance test within 60 days after achieving the permitted capacity, but not later than 180 days <br />after initial operation of the unit. The flare went into commercial operation in April 2025 after the <br />start of commissioning and testing. Therefore, the permit application to include EU 009 to the Title <br />V Air Operation Permit and the initial visible emissions test are due in July 2025. This proposal <br />presents the scope of work, schedule and budget estimate to prepare a Title V Air Operation Permit <br />revision application to include the Landfill Gas Utility Flare and to oversee the required testing. <br />PROPOSED SCOPE OF WORK <br />This project includes professional engineering services required to revise the Title V Air <br />Operation Permit for the IRCL facility to include the Landfill Gas Utility Flare and to comply <br />with the testing requirements of Permit No. 0610015 -009 -AC. The scope of work is based on <br />the requirements of F.S. Chapter 403, Chapters 62-4, 62-210, 62-213 F.A.C., and Geosyntec's <br />understanding of the project based on information provided by SWDD and the Title V permitting <br />requirements.
