Titkanich, Jr., County Administrator <br />Kristin Daniels, Director, Office of Management and Budget <br />Jennifer Hyde, Procurement Manager <br />FROM: Shelby Ball, Procurement Specialist <br />DATE: March 31, 2025 <br />70 <br />Indian River County <br />Administration Complex <br />1801 27th Street <br />Vero Beach, Florida 32960 <br />indianriver.gov <br />Meeting Date: 4/22/2025 <br />SUBJECT: Final Ranking of Firms and Authorization to Negotiate - RFQ 2025023 for Design & <br />Engineering for the Wabasso Causeway Park <br />BACKGROUND <br />On behalf of the Parks, Recreation and Conservation Department, and in accordance with Section 287.055, Florida <br />Statute (Consultant's Competitive Negotiation Act), statements of qualifications ("SOQs") were requested from qualified <br />engineering firms for design and engineering services for the Wabasso Causeway Park. The selected firm will work with <br />the County to design and engineer permit level plans for improved parking areas and boat launch (including ramp and <br />boardwalks). <br />ANALYSIS <br />A selection committee, comprised of Wendy Swindell, Parks, Recreation and Conservation Asst. Director, Brad Dewson, <br />Parks Superintendent, Kylie Yanchula, Natural Resources Director, and Beth Powell, Parks, Recreation and Conservation <br />Director, independently reviewed, scored, and ranked the received SOQs in accordance with FS 287.055, the RFQ, and <br />the Purchasing Manual. <br />The top three ranked firms were invited to participate in discussions, and at the conclusion of the discussions, a final <br />selection committee meeting was held, during which each committee member read his overall ranking of ferns, and a <br />final ranking determined. The final ranking established by the committee is: <br />1. Halff Associates, Inc. <br />2. Dredging & Marine Consultants, LLC. <br />3. Kimley-Horn and Associates, Inc. <br />4. Architects Design Collaborative, LLC <br />Staff is prepared to begin negotiations with the top ranked firm and bring the final agreement to the Board at a meeting in <br />the near future. <br />BUDGETARY IMPACT <br />Funding for the design services, in the amount of $150,000, will come from a Florida Inland Navigation District (FIND) <br />Grant, with money located in the Optional Sales Tax/ Parks/ Construction in Progress/ Wabasso Causeway Shore & Park <br />Indian River County, Florida Page 1 of 2 Printed on 4/17/2025 <br />powered by LegistarTM 88 <br />
