ECONOMIC DEVELOPMENT ELEMENT Objective 1: Low Unem I�oyment Rate Objective not achieved. Revise target date and target unemployment rate. Revise policies 1.1, 1.4 and 1.9 to be more specific. Minor revisions to policies 1.2 and 1.8.
