Keating,CP <br />Community Developm t.Dl.pector <br />FROM: Stan Boling, AICP <br />Planning Director <br />DATE: November 8, 1996 <br />SUBJECT: Communications Tower Workshop <br />It is requested that the data herein presented be given formal <br />consideration by the Board of County Commissioners at its special <br />workshop meeting of November 13, 1996. <br />BACKGROUND: <br />So far during 1996, 6 communications towers have been approved in <br />the unincorporated county, and 2 applications for towers are <br />currently under review. Based on the moratorium approved by the <br />Board of County Commissioners on November 5, 1996, no applications <br />for new commercial towers will be accepted until May 5, 1997 or <br />until new tower regulations are adopted, whichever occurs first. <br />Of the 6 approved towers, 2 are 139' tall, and 4 are 300' tall. <br />One of the 4 taller towers replaced an older tower that was <br />approximately 190' tall. Both of the 2 tower applications that are <br />currently under review, and are not subject to the moratorium, are <br />located in the north county area near I-95 (see attachment #1). <br />The significant increase in communications tower applications in <br />Indian River County is a nation-wide phenomenon resulting from both <br />the increased demand for cellular phone and personal communications <br />services and the explosion of competition resulting from the <br />deregulation aspects of the federal "Telecommunications Act of <br />1996". <br />On June 11, 1996, as a result of its review of the third tower <br />application reviewed during the year, the Planning and Zoning <br />Commission asked staff to arrange a tower workshop with the <br />Planning and Zoning Commission. Since that request, staff has <br />researched various tower regulation issues and coordinated with <br />commercial and amateur communications interests. The following <br />workshop and public hearings were held this summer and fall: <br />1. July 25, 1996: public workshop at Planning and Zoning <br />Commission meeting <br />2. August 26, 1996: public workshop special meeting with the <br />Planning and Zoning Commission members and public <br />3.
