Board of County Commissioners Meeting Minutes - Final <br />July 15, 2025 <br />7.F. 25-0746 Designating the Month of July 2025, as Parks & Recreation Month and July <br />18, 2025, as Parks and Recreation Professionals' Day <br />Recommended Action: No action required <br />Attachments: Proclamation <br />[Clerk Note: This Item was heard following Item 5.A.] <br />Commissioner Earman addressed the representatives from the Parks and Recreation <br />Department in celebration of their work. Chairman Flescher credited the Department <br />with enhancing the quality of life for residents. Director of Parks, Recreation, and <br />Conservation Beth Powell expressed appreciation for her team of more than 170 <br />people and provided statistics on the work they do. Deputy County Administrator <br />Mike Zito mentioned new and seasoned team members and their pride in their work. <br />Read and Presented by Commissioner Earman <br />8. PUBLIC COMMENT: AGENDA -RELATED MATTERS (EXCEPT FOR PUBLIC <br />HEARINGS) <br />9. CONSENT AGENDA <br />A motion was made by Commissioner Earman, seconded by Chairman Flescher, <br />to approve the Consent Agenda as amended, pulling Item 9.E. for discussion. The <br />motion carried by the following vote: <br />Aye: 5- Chairman Flescher, Vice Chairman Lear, Commissioner Adams, Commissioner <br />Earman, and Commissioner Moss <br />9.A. 25-0707 Authorization to Increase Blanket Purchase Orders to Everglades and Dyer <br />Chevrolet <br />Approved staffs recommendation <br />9.B. 25-0753 Lobbyist Contract for Legislative Session <br />Recommended Action: Staff respectfully recommends the Board of County Commission enter into an <br />agreement with Arrow Group Consulting, LLC, for lobbying services through <br />September 30„ 2026, for the contract amount of $150,000, and authorize the County <br />Administrator to execute the agreement after review and approval of the County <br />Attorney. <br />Attachments: Anfield to Arrow Contract Draft 2025 extended 7.15 <br />Approved staffs recommendation <br />9.C. 25-0712 Renewal of Agreement with SteepSteel, LLC for Telecom Services <br />Recommended Action: The County Attorney recommends that the Board approve the extension of the <br />Indian River County, Florida Page 3 <br />
