By <br />the evefall fesidefAial density ef the unineefpefated peffiens ef Indian Rivef County, within the 14fban <br />Sen4ee Area, will be 1.75 units/aer-e. <br />Policy 1.1: Indian R1YVl r VUnt yh Vr Vby adepts the F,.,e rand Use al, ebb eti os,„eu a as well <br />Map: [Map Series typically adopted by right, regardless of policy] <br />Policy 1.5: In accordance with the Conservation Element, t -The Conservation Land Use designations <br />shall be applied to those areas that which contain or possess lands with qualities and features that which <br />play a vital or essential role in the normal functioning of the eCounty's ecosystems and have been so <br />eeesystems. <br />Policy 1.7: Conservation land use designations shall be depicted on the future land use map (FLUM). <br />The exact boundaries of the C-2 and C-3 Conservation designated areas shall be determined by <br />environmental survey. With one exception, any area which is depicted as a C-2 (wetlands) area or C-3 <br />(upland xeric scrub) area on the F,.tuFe Land Use Map FLUM, but which is determined by environmental <br />survey not to be wetlands (as defined in the Conservation Element) or xeric uplands (as defined by the <br />presence of xeric scrub vegetation and Orsino fine sand, 0 to 5 percent slopes, or Electra sand, 0 to 5 <br />percent slopes) will have the same land use designation as the contiguous adjacent property. <br />The exception applies to land located east of the St. Sebastian River and depicted as C-3 on the €uture <br />land ap FLUM. If determined by environmental survey not to be xeric uplands, then that land shall <br />be designated R, Rural Residential (up to 1 unit/acre). <br />All areas depicted as C-3 on the F,,twe Land Use "tap FLUM which have xeric scrub vegetation and <br />Orsino fine or Electra sands will be deemed environmentally important, notwithstanding whether er-net <br />such areas meet the 5 -acre minimum threshold for environmental importance established in <br />Conservation Element Policy 6.11 for other districts in the cCounty. <br />The determination of the exact outer boundaries of C-2 or C-3 areas will be made by the cCounty <br />environmental planning staff based on verification of the vegetation and soils criteria referenced above, <br />as applied to the environmental boundary survey conducted by the landowner/applicant or his agent at <br />the time of application for any development permit (other than a comprehensive plan amendment or <br />rezoning). The eCounty environmental planning staff shall not make its initial determination of <br />importance or sensitivity until after consultation with all appropriate local, state, and federal agencies. <br />Such consultation shall be ongoing, as required for proper coordination, throughout the land <br />development permit approval process. <br />Policy 1.8: C-2 and C-3 designated lands shall be considered for public acquisition, in accordance with <br />policies set forth in the Conservation Element. <br />Policy 1.22: Node size shall be based on the intended use, service area population, existing land use <br />pattern, available services such as transportation, and other demand characteristics. Node confi urg ation <br />shall provide for the most efficient use of land, and of transportation and other public facilities and <br />services, while eliminating sprawl and strip development.
