MCAPITAL P <br />SERVICES <br />SERVICES <br />INDIAN RIVER CLUB DEVELOPER'S AGREEMENT FOR <br />REUSE LINE CONSTRUCTION <br />INDIAN RIVER COUNTY PROJECT NO. CDS/CCS-590 <br />On February 14, 1995, the Indian River County Board of County <br />Commissioners approved a developer's agreement with the Indian <br />River Club for the construction of the above -referenced project. <br />(See attached agenda item and minutes.) Also, on November 5, 1996, <br />the Board of County Commissioners approved an agreement with Indian <br />River Club to accept County effluent; i.e., reuse water. (See <br />attached agenda item and minutes.) The line will connect the <br />County's existing south county effluent transmission line to the <br />Club's golf course irrigation system. As a result of comments <br />received from the Department of Environmental Protection during the <br />permitting of the South County WWTP, modifications to the proposed <br />design have increased the cost of construction of the project and <br />associated engineering services. <br />ANALYSIS <br />The original cost estimate in the approved developer's agreement <br />(attached Exhibit A) was $46,722.50. The revised cost estimate is <br />$71,722.50. Please reference the attached letter from the engineer <br />of record, Masteller and Moler, Inc. The additional negotiated <br />engineering cost is $6,200.00. Please reference the attached Work <br />Authorization with Masteller and Moler, Inc. The Utilities <br />Department staff is seeking Board approval to amend the project <br />cost in the existing developer's agreement and authorization of the <br />expenditure of the increased engineering fees. Funding for this <br />project will -be from the impact fee fund. <br />RECOMMENDATION <br />The staff of the Department of Utility Services recommends approval <br />of the amended construction cost in the developer's agreement to <br />$71,722.50 and the additional engineering fees in the amount of <br />$6,200.00, along with authorization for the chairman to execute the <br />Work Authorization with Masteller and Moler, Inc. <br />Commissioner Ginn inquired whether the County will put in <br />monitoring and control devices, and Capital Projects Engineer Bill <br />McCain confirmed that the County has a central control system now <br />in place which is in the process of being upgraded. <br />Commissioner Ginn wanted to conf irm that the County will bring <br />the line to the golf course and they will take it from there and <br />that the water and sewer customers will share in the cost. <br />NOVEMBER 19, 1996 <br />51 <br />BOOK 99 PAGE <br />J <br />
