Housing Element: <br /> Neighborhoods play an important part in determining the vitality, stability, and way of life of the <br /> residents within a community. The Housing Element ensures that there is adequate and safe housing for <br /> all current and anticipated future residents of Indian River County. A summary of the changes that are <br /> proposed for the Housing Element are as follows: <br /> 0 Add Policy under Objective 1 related to Accessory Dwelling Units (supports Vision). <br /> 0 Continue to encourage infill development to prevent urban sprawl. <br /> 0 Clarify expedited permit review process — This does not need to be defined in Plan, but it is <br /> discussed in Policies 1.6, 1.8, and 1.9, and one must consider how these function together. The <br /> exact process should be defined in a separate policy document for ease of amendment. <br /> 0 Implement more generalized language in objectives and policies to reduce need for frequent text <br /> amendments. <br /> 0 Promote universal design. <br /> 0 Two new policies are suggested under Objective 8 which reflect historic preservation, as well as <br /> the rehabilitation and adaptive reuse of historically significant housing. <br /> The proposed changes are important for the County to maintain its current housing stock, to promote <br /> infill development as a context-sensitive solution, and to be prepared to adapt quickly to changing <br /> community needs.
