�E�QCJ'K ,f,,xu �,2 <br />1) Seaward of the wall, beach compatible sand is placed to reestablish <br />the beach and dune system. <br />2) The seawall be placed as landward as possible. A location 15'± from <br />the existing homes is currently recommended by County staff and the <br />alignment of the seawall shall be placed adjacent to the existing <br />Village Spires seawall angled back towards the residences as shown. <br />The FDEP is currently considering this alignment and the results of <br />their findings will be presented at the Board meeting. <br />3) Any adverse impacts created by the seawall on adjacent properties be <br />mitigated by sand placement to be determined by staff. <br />4) No public access exists perpendicular to the dune <br />5) The construction shall have minimum impact on native coastal <br />vegetation and any native vegetation removed or damaged will be <br />replaced. No construction shall occur during the turtle nesting <br />season. <br />6) The emergency seawall shall be temporary and shall be removed <br />unless a F.D.E.P. permit for a permanent seawall is acquired. <br />Commissioner Eggert thought they had already seen photographs <br />of this property and Director Davis advised that the aerial <br />photographs shown at last week's meeting covered different <br />properties. <br />Commissioner Eggert inquired if the conditions included seeing <br />that the sand was properly filled in. Director Davis advised that <br />he had spoken about that this morning with Mr. Jelmby who had a <br />concern about placing a large amount of sand seaward of the wall, <br />but they had reached an agreement. Staff does not want the <br />contractor depleting sand from the beach system by moving it behind <br />the seawall. He thought Mr. Jelmby and the staff had worked out an <br />amicable agreement. <br />MOTION WAS MADE by Commissioner Eggert, SECONDED by <br />Commissioner Ginn, to determine that an emergency <br />exists and approve recommendation and conditions as <br />outlined in the memorandum. <br />On advice of County Attorney Vitunac, Chairman Adams asked if <br />anyone from the audience wished to comment and no one came forward. <br />THE CHAIRMAN CALLED THE QUESTION and the motion <br />carried unanimously. <br />22 <br />November 26, 1996 <br />
