and GE Credit. He predicted the project would be completed with <br />the most modern technology known in the industry. <br />Commissioner Eggert thanked them for the very clear <br />presentation. She explained the reason the County is purchasing <br />land near the landfill is for expansion of the landfill and that <br />the County has provided INRIVCO an opportunity to lease the land. <br />Mr. Knigin responded to several questions posed by <br />Commissioner Ginn concerning the participation of the Adler Group, <br />plans for organic conversion, steam generation and the amount of <br />waste stream necessary to make generating steam feasible. <br />Utility Services Director Terry Pinto expressed confidence in <br />the project whether it is developed by this company or another. He <br />did not feel waste stream would be a problem, that the people who <br />will utilize the project will rely on low-cost purchase of raw <br />material and their survival is based on the sale of the end <br />product. <br />Director Pinto reported that staff has been other than <br />delightful in their negotiations with Mr. Knigin in their effort to <br />get a fair deal. He stressed that the success of the project is <br />the elimination of greed on the part of any partner and everyone <br />involved needs to understand that. It is important to make sure <br />that everyone is happy when they leave the table. He has talked <br />with people all over the country about the project, and reported <br />that the whole process is being watched by others who are <br />interested. He emphasized that in order for the project to succeed <br />here, it must have the support of the community. <br />Commissioner Ginn asked if it might be possible to get a <br />conditional contract in an effort to get financing commitments, and <br />Mr. Knigin responded that Director Pinto and County Attorney <br />Vitunac are very tough negotiators and that an understanding has <br />not yet been reached. He also commented that lenders cannot commit <br />financing based on "ball park" figures, but require specific <br />information. He expected that negotiations would be moving more <br />swiftly now. <br />Commissioner Ginn was concerned that Director Pinto and County <br />Attorney Vitunac might need more help in negotiating, and <br />Administrator Chandler assured her that while they are the primary <br />negotiators, they receive input from him and other disciplines. <br />Commissioner Ginn strongly felt it would be better to have a <br />negotiating team which might consist of 2 county attorneys, the <br />Budget Director and the County Administrator as she believed there <br />is wisdom in many opinions.
