WILLOW STREET PAVING AND DRAINAGE ENJPROVEMENTS <br />ALLOCATIONS TO EXPEDITE PROTECT <br />The Board reviewed a Memorandum of November 21, 1996: <br />TO: James E. Davis, P.E., <br />Public Works Director <br />li <br />SUBJECT: Willow Street from CR512 to 77th Street <br />Paving and Drainage Improvements <br />DATE: November 21, 1996 <br />DESCRIPTION AND CONDITIONS <br />The Engineering Division has completed the following tasks on the <br />design of the Willow Street paving and drainage improvement project <br />(approximately 2 1-4 miles in the south east Fellsmere area). <br />Field Survey - Location & Topographic <br />Computer Drafting - Existing Conditions <br />Preliminary Road and Drainage Alignment Design <br />Determination of Additional Right -of Way needed (71-�- acres) <br />Preparation of Legal Descriptions for Additional <br />Right -of -Way <br />Title Searches for Additional Right-of-way <br />Right-of-way Map <br />Right -of -Way Deeds <br />Preliminary Utility Coordination <br />Preliminary Discussions with St. Johns River Water <br />Management District on Stormwater Permitting <br />Last month, the Board approve staff's recommendation to nullify the <br />special assessment method approved last year so that a lawsuit <br />filed by property owner Kahn (owner of approximately 1000 acres in <br />the area) could be dismissed. Staff is currently working with the <br />Property Appraiser's office to prepare a new municipal service <br />benefit unit (MSBU) program for consideration by the Board and City <br />of Fellsmere in March, 1997. Recently, several property owners in <br />the area have requested that the County expedite the project since <br />increasing agricultural and residential traffic is repeatedly <br />aggravating the condition of the unpaved road. <br />ALTERNATIVES AND ANALYSIS <br />To accelerate the project, the following three time consuming <br />project tasks need to be expedited: <br />1) Right-of-way Acquisition - Thirteen parcels in unincorporated <br />area and possibly forty in the City of Fellsmere. <br />The estimated cost of right-of-way acquisition is $160,000 if <br />property owners are cooperative. <br />45 <br />November 26, 1996 KO99 PACF .965 <br />
