PUBLIC COMMENT: AGENDA -RELATED MATTERS (EXCEPT FOR PUBLIC <br />HEARINGS) <br />9. CONSENT AGENDA <br />A motion was made by Vice Chairman Loar, seconded by Chairman Flescher, to <br />approve the Consent Agenda as amended, pulling Item 9.A. for discussion The <br />motion carried by the following vote: <br />Aye: 5- Chairman Flescher, Vice Chairman Lear, Commissioner Adams, Commissioner <br />Earman, and Commissioner Moss <br />9.A. 25-0900 Approval of Changes to the Procurement Policies and Procedures Manual <br />Recommended Action: Staff recommends the Board approve the two proposed changes to the Procurement <br />Policies and Procedures Manual, effective October 1, 2025. <br />Attachments: Redline of September 23 Change Request <br />Chairman Flescher requested adding an additional amendment to the Procurement <br />Policies and Procedures Manual (Manual). The Chairman wanted a sentence added <br />stating that the County Administrator would be notified within one to three days of any <br />unbudgeted purchases, even those under the $100,000 mark. The Chairman's <br />rationale was that the County Administrator should bear the ultimate responsibility for <br />staffs spending. After discussion, it was agreed that the line would be added to the <br />end of Section 2.4, Capital Item Purchases, of the Manual. <br />A motion was made by Vice Chairman Loar, seconded by Commissioner Earman, <br />to approve staff's recommendation with the additional amendment regarding <br />County Administrator notification. The motion carried by the following vote: <br />Aye: 5- Chairman Flescher, Vice Chairman Lear, Commissioner Adams, Commissioner <br />Earman, and Commissioner Moss <br />9.113. 25-0888 Approval of UniFirst Customer Service Agreement and Addendum <br />Recommended Action: Staff recommends the Board of County Commissioners approve the Customer <br />Service Agreement and Addendum, and authorize the Chairman to execute them after <br />the County attorney has approved them for as to form and legal sufficiency. <br />Attachments: IRC Customer Service Agreement <br />Draft Addendum <br />Approved staffs recommendation <br />9.C. 25-0890 First Extension and Amendments to Agreements for Continuing <br />Indian River County, Florida Page 3 <br />
