Finally, a footnote would be included in the service line extensions <br />section to clarify that the charge was applicable if the property owner had not <br />previously paid for the service line extension through an assessment. <br />Chairman Flescher stated that he understood the explanation, but he sought <br />clarification on the rationale behind the changes. Director of Utility Services Sean <br />Leiske explained that the changes were for clarification purposes. He stated this <br />was just a reminder that the rate increase was part of a two-year implementation <br />plan. To accommodate these changes, staff needed to adjust the rate book so that <br />when people looked up the information online, it accurately reflected the rates as <br />of October 1, 2025. Staff was clarifying some of the rates and their meanings in <br />accordance with the County's standards. For example, one footnote clarified that <br />there was a deposit of $40 for water and $80 for sewer. These amounts would <br />increase slightly on October 1, 2025. The footnote would inform customers that, <br />after 24 months of on-time payments, these deposits would be refundable. This <br />process was stipulated in the Ordinance; staff was simply ensuring that this <br />information was clear in the rate book. <br />A motion was made by Commissioner Earman, seconded by Commissioner <br />Adams, to approve staffs recommendation and Resolution 2025-040, <br />modifying the Indian River County Department of Utility Services rate <br />schedule descriptions and footnotes. This item will be a presentation by the Department of Utility <br />Services staff to the Indian River County Board of County Commissioners on the <br />current progress of the Integrated Water Master Plan project. <br />Utility Services Director Sean Leiske, accompanied by Capitol Projects Manager <br />Howard Richards, provided the quarterly update on the Integrated Water Master <br />Plan (IWMP). Mr. Richards stated that the last IWMP had been finalized in <br />December 2004. The Board had engaged HDR, Inc. to assist the Indian River <br />County Department of Utility Services (IRCDUS) in developing a new Integrated <br />Water Master Plan (IWMP) that encompassed drinking water, wastewater, and <br />reuse. <br />During his PowerPoint Presentation, Mr. Richards outlined the objectives of the <br />IRCDUS for the IWMP, which included conducting a thorough analysis and <br />assessment of projected demand for water, wastewater, and reuse services. <br />Indian River County, Florida Page 34 <br />
