Board of County Commissioners Meeting Minutes - Final September 9, 2025 <br />Furthermore, the plan sought to identify both short- and long-term capital <br />improvements for the Department. It was designed to be adaptive, with updates <br />expected every five to seven years. These updates were to assess development <br />trends changing conditions throughout the County, review policies, goals, <br />objectives, and strategies, evaluate the status of capital projects and their <br />outcomes, and guide management decisions and actions. <br />Mr. Richards noted that the project had commenced on October 28, 2024, with <br />an anticipated completion date of July 16, 2025, allowing just under 22 months <br />for project completion. He presented the 10 prioritization criteria and goals, which <br />involved comparing existing performance against regulatory standards and <br />recommended targets, identifying areas for future improvements and capacity <br />expansion, and developing recommendations for future monitoring. He also <br />mentioned that the Board had already pre -approved the contingency funds for the <br />project. <br />Chairman Flescher thanked staff for the update, there were no further comments. <br />No Action Taken or Required <br />The Chairman called for a recess at 3:06 pm, and reconvened with all members <br />present at 3:16 pm. <br />14. COUNTY ATTORNEY MATTERS <br />14.A. 25-0832 Addendum to County Attorney Employment Agreement <br />Recommended action: The County Attorney respectfully requests that the Board approve the attached <br />Addendum to the County Attorney Agreement and also approve an annual <br />progression pay increase for the County Attorney upon her September 16, 2025 <br />employment anniversary. <br />attachments: J.Shuler signed Employment Agreement <br />Addendum to J.Shuler Employment Agreement <br />County Attorney Jennifer Shuler presented a proposal for an annual pay increase <br />effective September 16, 2025. She highlighted her unique situation of not having a <br />direct supervisor for assessments and argued that it was unfair for her to miss salary <br />progression opportunities while her subordinates received raises.
