Board of County Commissioners Meeting Minutes - Final September 9, 2025 <br />Approved staffs recommendation <br />9.Q. 25-0808 Kimley Horn Associates Work Order 6 Amendment 2 for Services Related <br />to Gifford Elevated Storage Tank Rehabilitation and Structural Upgrade <br />Phase 2, IRCDUS Project ID 13.23.538 <br />Recommended Action: Staff recommends that the Board of County Commissioners approve the Second <br />Amendment to Work Order 6 to Kimley-Horn and Associates, Inc. (KHA) to <br />provide further engineering, design, and construction phase services for the Gifford <br />Elevated Storage Tank Rehabilitation and Structural Upgrade project in the amount of <br />$16,050.87, and authorize the Chair to execute the same. So long as there are no <br />changes in the dollar amount under the amount approved, upon adequate completion <br />of the work set forth in the work order, staff is directed to make final payments to <br />KHA after review and approval by the Purchasing Manager and the County <br />Attorney's Office. <br />Attachments: Amendment 2 to WO 6 <br />Chairman Flescher stated that the Gifford Water Tower Project had expanded to <br />encompass a complete repainting. He proposed adding the name "Gifford" to both <br />sides of the tower to enhance its visibility. This suggestion was inspired by community <br />feedback, aiming to help people recognize the landmark from any direction. Currently, <br />the name was only displayed on the east side, but residents had requested that it be <br />on both sides so it could be seen from all angles. Vice Chairman Flescher mentioned <br />that placing the name on the west side would not only fulfill those requests but also <br />assist travelers on U.S. Highway 1 (US -1) in identifying that they had arrived at the <br />Gifford Water Tower. <br />Director of Utilities Sean Lieski mentioned that the proposal to add'Gifford' to the <br />other side of the tower could be further explored. He noted that local towers usually <br />display a single name or emblem for consistency and estimated the cost of adding the <br />name at $5,000 to $10,000. <br />Chairman Flescher acknowledged that the issue at hand was a significant concern for <br />the community. He noted that the community water tower served as a landmark. Vice <br />Chairman Loar requested that the Utilities Department investigate all potential funding <br />options, ideally minimizing the use of taxpayer dollars. <br />A motion was made by Commissioner Adams, seconded by Chairman Flescher, <br />to approve staff's recommendation with the addendum of adding "Gifford" to the <br />other side of the water tower and not to exceed a reasonable amount.
