A TRUE COPY <br />CERTIFICATION ON LAST PAGE <br />RYAN L. BUTLER, CLERK <br />Emergency Management and Preparedness Assistance (EMPA) grant funds may be used by the Sub - <br />Recipient as match for EMPG funding. <br />To demonstrate successful completion of task 1A for Quarters 1-4, the Subrecipient must submit the <br />following items in the Division of Emergency Management Enterprise System (DEMES). <br />DELIVERABLES <br />• Provide Quarterly Match Form to identify the non-federal match amount. <br />• If using EMPA as match, no additional supporting documentation is required. <br />• Supporting documentation is required if the federal obligation exceeds the EMPA <br />award amount or you are using other non -Federal funds (such as local general <br />revenue) to satisfy the match requirement. <br />Reporting Requirements. <br />Quarter 1 <br />Quarter 2 <br />Quarter 3 <br />Quarter 4 <br />Deliverables Due <br />Deliverables Due <br />Deliverables Due <br />Deliverables Due <br />Supporting Documentation: For non-EMPA funds used as match, the following documents are required <br />to satisfy the deliverable: invoices, receipts, paystubs, certified timesheets, earning statements, cancelled <br />checks, credit card statements, bank statements for proof of payment at least equal to the amount of <br />reimbursement requested for that quarter. <br />TASK 2: IMPLEMENTATION OF THE NATIONAL PREPAREDNESS SYSTEM <br />A. NATIONAL INCIDENT MANAGEMENT SYSTEM (NIMS) IMPLEMENTATION <br />EMPG Program Subrecipients are required to implement NIMS. NIMS provides a common approach to <br />state and national response that enables responders at all levels to work together more effectively to <br />manage domestic incidents through a core set of guidelines, standards, and protocols for command and <br />management, preparedness, and communications in emergency situations. <br />All Subrecipients must certify that they have achieved or are working towards achieving NIMS <br />implementation objectives. All Subrecipients must complete and submit the NIMS Data Collection <br />Worksheet_ Local annually. <br />To demonstrate successful completion of task 2A for Quarter 1, the Sub -Recipient must submit the <br />following item in DEMES: <br />DELIVERABLES <br />• The Sub -Recipient shall complete the annual NIMS Data Collection Worksheet _Local, <br />provided by the Preparedness Bureau during the month of September and uploaded <br />into DEMES not later than December 1, 2025. <br />Reporting Requirements: <br />Quarter 1 <br />Quarter 2 <br />Quarter 3 <br />Quarter 4 <br />Deliverables Due <br />N/A <br />N/A <br />NIA <br />37 <br />
