(Geosyntec) is submitting this proposal to the Indian River County <br />(IRC) Solid Waste Disposal District (SWDD) to provide professional services pertaining to the <br />partial (north face) and temporary (south face) closure of Cell 12 and the evaluation <br />and optimization of the gas collection and control system (GCCS) for the Class I Landfill at the <br />IRC Landfill (IRCL) facility located in Vero Beach, Indian River County, Florida. The <br />proposal presents the scope of work, schedule, and budget estimate for the task. The proposal <br />was prepared in response to a meeting on October 28, 2025 between Geosyntec and IRC Solid <br />Waste Disposal District (SWDD). <br />The remainder of this proposal presents: (i) project background; (ii) proposed scope of work; (iii) <br />anticipated schedule; and (iv) budget estimate. <br />PROPOSED SCOPE OF WORK <br />For budgeting purposes, the proposed scope of work has been divided into the following phases: <br />• Phase 1 — General Consulting/Meeting Support/Project Management; <br />• Phase 2 — Closure Alternative Evaluation, Costing, and Selection; <br />• Phase 3 — Closure of Cell 2; <br />• Phase 4 — FDEP Engagement and Permit Modification; <br />• Phase 5 — Assessment of Existing GCCS; <br />• Phase 6 — Wellfield Evaluation; <br />• Phase 7 — Future Wellfield Expansion Evaluation; and <br />• Phase 8 — Miscellaneous Engineering Support Services. <br />NCP2525235\IRC Partial Closure & GCCS Evaluation <br />engineers I scientists I innovators <br />
