Mr. Himanshu Mehta, P. E. <br />21 November 2025 <br />Page 4 <br />Geosyntec will provide the draft closure design drawings to IRC SWDD for review and schedule <br />a meeting to discuss comments. Geosyntec will incorporate feedback from IRC SWDD to develop <br />permit level design drawings for submittal to FDEP with the closure permit application. <br />Phase 4: FDEP Engagement and Permit Modification <br />A virtual pre -closure meeting will be scheduled with FDEP Central District to discuss the <br />preliminary and temporary closure design and requirements and potential permit modifications. <br />Two Geosyntec staff will attend the meeting. If necessary, we assume a permit modification <br />application will include the following components; <br />• Cover letter and Engineering Report; <br />• FDEP permit modification application Form 62-701.900(1), F.A.0 (If required); <br />• Design Calculations; <br />o If ClosureTurf' is selected the following technical documentation will need to be <br />prepared to complete a permit modification (For budgeting purposes these design <br />calculations were included in this budget): <br />• Cover veneer slope stability analysis to demonstrate that the product <br />provides an adequate factor of safety against sliding (veneer) failure along <br />the plane of the geosynthetics. <br />■ As part of this analysis, Geosyntec has assumed that one series of <br />interface friction tests (i.e., three tests, each run at different applied <br />stresses) will be performed using site-specific soils and a 12"x12" <br />sample of the ClosureTurfrM product to develop an interface shear <br />strength for use in design. <br />■ Landfill gas uplift evaluation to demonstrate that slope stability can be <br />maintained in the presence of potential gas pressure buildup beneath the <br />ClosureTurfrM. <br />■ As part of this evaluation, Geosyntec has assumed effort to collect <br />three rounds of gas pressure measurements at each of the gas stub - <br />out locations within the partial closure area along the west and <br />southern sideslopes of Cells 1 and 2. <br />• Wind uplift analysis. <br />■ Transmissivity evaluation to demonstrate equivalence with the currently <br />permitted geocomposite drainage layer. <br />NCP2525235MC Partial Closure & GCCS Evaluation <br />engineers I scientists i innovators <br />
