E. <br />21 November 2025 <br />Page 5 <br />■ HELP model analysis to demonstrate that the design leachate head over the <br />liner is equal or less than the permitted (prescribed) final cover system. <br />• Soil erosion analysis to evaluate the rate of loss of the sand ballast layer <br />used in the ClosureTurfrM product. <br />■ Weathering resistance evaluation to demonstrate that the exposed artificial <br />turf component of ClosureTurf will retain sufficient strength over the course <br />of the SCMM facility closure period. <br />• Permit level drawings; <br />• Technical Specifications and Construction Quality Assurance (CQA) Plan. For the <br />purpose of defining scope, the technical specifications and corresponding CQA Plan are <br />assumed to include the following components: <br />o Surveying; <br />o Clearing and Grubbing; <br />o Earthwork; <br />o Trenching and Backfilling; <br />o Riprap; <br />o Sediment and Erosion Control; <br />o Storm Water Conveyances; <br />o Geotextiles; <br />o Geocomposite; <br />o Geomembrane; <br />o Synthetic Turf System (if ClosureTurf® option is selected); <br />o Geosynthetic Clay Liner (if a GCL is used in the final cover system); <br />o Interface Friction Conformance Testing; <br />o Vegetative Layer; and <br />o Vegetation. <br />• We assume the closure operation plan requirements will be discussed in the Engineering <br />Report; <br />• Based on input from IRC SWDD, we understand that Financial Assurance Cost Estimate <br />Calculations are not required for this permit application submittal if the traditional closure <br />design is chosen. If Closure Turf is determined to be used an update to the FACE will be <br />required and is not considered a part of this proposal; and <br />• Regarding a Long -Term Care Plan, we understand that the permit application will be for <br />closure only and that long-term care requirements currently in place for the facility will be <br />modified subsequently, under a separate scope of work, if necessary. <br />NCP2525235\IRC Partial Closure & GCCS Evaluation <br />engineers I scientists I innovators <br />
