Mr. Himanshu Mehta, P. E. <br />21 November 2025 <br />Page 6 <br />Geosyntec will provide one electronic copy of the draft permit application package to IRC SWDD <br />for review. Following receipt of comments from IRC SWDD on the draft documents, Geosyntec <br />will produce an electronic copy of the final permit application for submittal to FDEP and IRC <br />SWDD. Geosyntec has assumed IRC SWDD will pay any fees associated with a permit <br />modification in accordance with paragraph 62-701.315(3)(a), F.A.C. for Class I landfills. <br />No effort is assumed for responses to Request for Additional Information (RAIs) at this time. The <br />level of effort required for RAI responses will be evaluated upon receipt of RAIs and a separate <br />budget addendum will be developed based on the anticipated responses. <br />Phase 5: Assessment of Existing GCCS <br />A thorough understanding of the functionality of the existing GCCS is crucial to SWDD's <br />satisfaction of gas quantity and quality targets for the overall GCCS and RNG facility operational <br />objectives. Geosyntec recommends that a GCCS assessment be performed to benchmark the <br />current operational status of the GCCS. The .information gleaned from this assessment will be <br />critical to identifying underperforming areas of the GCCS and optimizing performance of the <br />existing system. As such, Geosyntec's scope of services for this task will include a combination <br />of in -field data collection and office -based data interpretation and modeling. <br />Members of Geosyntec's team will visit the site and perform a review of the existing GCCS. This <br />will include the following in -field services: <br />• Kickoff meeting to discuss the objectives and logistics associated with the field work. It is <br />assumed that Nopetro and SWDD staff will attend the meeting to provide information <br />regarding operation of the GCCS wellfield and flare; <br />• visual inspection of each vertical well for damage, subsidence, leakage, compromised <br />operation, and other observable conditions; <br />• water level measurements in each accessible vertical gas collection well, including a sounding <br />of the total well depth; <br />• vertical well proofing to assess verticality and accessibility of the well casing; <br />• identification of the solid casing/screen transition in each accessible well; and <br />• a site -wide Sniffer DRONE flyover to capture methane emissions data at the surface of the <br />landfill. Sniffer Robotics, Inc. will perform the flyover and provide the following <br />deliverables: <br />o Leak source location report that provides locations where methane emissions would <br />exceed minimum thresholds for remediation if inspected in accordance with USEPA <br />Method 21 methods. <br />NCP2525235\IRC Partial Closure & GCCS Evaluation <br />engineers I scientists I innovators <br />
