STATE OF FLORIDA <br />DEPARTMENT OF ENVIRONMENTAL PROTECTION <br />GRANT WORK PLAN <br />AGREEMENT NO. CV003 <br />ATTACHMENT 3 <br />Project Title: Indian River BOCC Vessel Purchase <br />Project Location: Indian River, within Indian River County <br />Project Description: Purchase of a pumpout vessel and required signage by Indian River <br />County Board of County Commissioners to service transient boaters and boats anchored outside of <br />marinas in the county. <br />Permits: <br />The Grantee is responsible for obtaining all state and local permits and approvals required for <br />installation and operation of pumpout equipment prior to commencement of this Project. <br />TASKS AND DELIVERABLES <br />Task 1: Equipment Purchase (Equipment) Description: <br />The Grantee will purchase equipment authorized in the approved application, budget, and design <br />documents, and approved by the Department's Grant Manager. Authorized equipment includes: <br />• Pumpout vessel <br />All nonexpendable and/or nonconsumable equipment purchased under this Agreement is subject to the <br />Quarterly Pumpout Log requirements set forth under Attachment 6, Program -Specific Requirements, <br />paragraph 7, Project Required Submittals and Requirements. The Grantee must submit the Quarterly <br />Pumpout Log for a period of five (5) years following the end date of the Agreement. <br />Deliverables: The Grantee will provide the following: <br />• 1.1: Copy of paid invoices, and delivery receipts. <br />• 1.2: Completed Property Reporting Form (Exhibit B). <br />• 1.3: Final inventory report due at the end of the Agreement. <br />Task 2: Pumuout Signage (Miscellaneous Expenses) <br />Description: In accordance with 50 CFR §85.43 and 50 CFR §85.47, the Grantee will install the required <br />signage: <br />• One three-foot (3') by four -foot (4') sign displaying the International Pumpout Symbol, in a <br />location(s)visible to boaters. Example: side of hull both port and starboard. <br />• One informational sign, posted in a clearly visible location adjacent to the pumpout equipment, <br />stating pumpout fees, hours of operation, operator name and phone number, and the required <br />accrediting language [Funded in part by the U.S. Fish and Wildlife Service Clean Vessel Act <br />through the Florida Department of Environmental Protection]. <br />• For vessel signage place the accrediting signage listed above on the console and the International <br />Pumpout Symbol, Florida Department of Environmental Logo, Sport Fish Restoration Logo on <br />Rev. 10/30/2025 DEP Agreement No.: CV003 <br />Page 1 of 2 <br />
