INDIAN RIVER COUNTY <br />Department of Public Works <br />Engineering Division Policy <br />Policy Number: 2026-005 <br />Policy Name: Concrete Sidewalks & Driveways <br />Effective Date: January 13, 2026 <br />1. Purpose: <br />The purpose of this policy is to establish uniform standards for construction of concrete <br />sidewalks and driveways within Indian River County rights-of-way. These standards are <br />intended to ensure public safety, protect County right-of-way infrastructure, provide <br />adequate access for emergency services, and promote consistent engineering and <br />development practices. <br />2. Scopes <br />This policy applies to all concrete sidewalks and driveways constructed within Indian River <br />County rights-of-way only. It applies to new construction, redevelopment, and <br />modifications to existing sidewalks and residential driveways requiring a permit or County <br />approval. <br />3. Authority: <br />This policy is adopted under the authority of the Indian River County Board of County <br />Commissioners and administered through the County Administrator and the Department of <br />Public Works. Applicable authority includes but is not limited to: - Florida Statutes - Florida <br />Administrative Code - Indian River County Code of Ordinances - Adopted County policies <br />and resolutions. <br />4. Policy Statement: <br />It is the policy of Indian River County that concrete sidewalks and driveways shall be <br />designed and constructed to provide safe and reasonable access while minimizing impacts <br />to traffic operations, maintenance, drainage, sidewalks, swales, and other public <br />infrastructure. <br />The following criteria apply to sidewalks and residential driveways within the public right-of- <br />way: <br />a. Concrete sidewalks shall be a minimum of 6" thick using an approved fiber <br />reinforced concrete mix. <br />b. All sidewalks shall be ADA compliant. <br />c. Concrete driveways shall be a minimum of 6" thick using an approved fiber <br />
