BOOK 96 PAGE 674 <br />PROCLAMATION <br />WHEREAS, the global spread of the HIV infection and AIDS neces- <br />sitates a worldwide effort to increase communication, <br />education and preventive action to stop the spread of <br />HIV/AIDS; and <br />WHEREAS, the World Health Organization has designated December 1 <br />of each year as World AIDS Day, a day to expand and <br />strengthen the worldwide effort to stop the spread of <br />HIV/AIDS; and <br />WHEREAS, the World Health Organization now estimates that 18.5 <br />million people have been infected with HIV and that <br />more than 1.5 million of them have developed AIDS; and <br />WHEREAS, the American Association for World Health is en- <br />couraging a better understanding of the challenge of <br />HIV/Aids nationally as it recognizes that the number of <br />people diagnosed with HIV and AIDS in the United States <br />continues to increase, with an estimated 1 in 250 <br />Americans currently HIV positive and over 441,528 AIDS <br />cases reported (as of December 31, 1994); and <br />WHEREAS, World AIDS Day provides an opportunity to focus on HIV <br />infection and AIDS, caring for people with HIV <br />infection and AIDS, and learning about HIV/AIDS; and <br />WHEREAS, World AIDS Day 1995, "Shared Rights, Shared Responsi- <br />bilities" (a) urges the world to protect everyone's <br />rights to HIV/AIDS prevention and care, (b) recognizes <br />that everyone shares the same human rights regardless <br />of their HIV status, and (c) emphasizes the shared <br />responsibilities of individuals, families, governments <br />and the international community to promote prevention: <br />NOW, THEREFORE, BE IT PROCLAIMED BY THE BOARD OF COUNTY COWUS- <br />SIONERS OF INDIAN RIVER COUNTY, Florida, that December <br />1, 1995 be designated as <br />WORLD AIDS DAY <br />in Indian River County, and the Board further urges all <br />citizens of this county to take part in activities and <br />observances designed to increase awareness and under- <br />standing of HIV/AIDS as a global challenge, to take <br />part in HIV/AIDS prevention activities and programs and <br />to join the global effort to prevent the further spread <br />of HIV/AIDS. <br />Dated this 28 day of November, 1995. <br />APPROVAL OF MINUTES <br />BOARD OF COUNTY COM SSIONERS <br />INDIAN RIVER COUNTY, FLORIDA <br />nneth R.
