Board of County Commissioners Meeting Minutes - Final September 10, 2025 <br />A motion was made by Vice Chairman Loar, seconded by Commissioner Moss, to <br />approve the increase in the Sheriffs budget by $6,861,517 for a total of <br />$85,773,472. Through reducing $853,000 in necessary cuts to the General Fund in <br />lieu of going into the reserves, with the understanding that the Board would look <br />at the Inmate Medical Costs, and address any fiscal budget amendments as the <br />Sheriff saw fit. The motion carried by the following vote: <br />Aye: 5- Chairman Flescher, Vice Chairman Loar, Commissioner Adams, Commissioner <br />Earman. and Commissioner Moss <br />County Administrator John Titkanich announced the General Fund proposed millage <br />rate is 3.5475, 6.69% above the rolled back rate of 3.3250. The proposed budget is <br />$156,981,163. <br />A motion was made by Commissioner Adams, seconded by Commissioner Moss, <br />to adopt the tentative millage rate of 3.5475, 6.69% above the rolled -back rate of <br />3.3250. The motion carried by the following vote: <br />Aye: 5- Chairman Flescher, Vice Chairman Loar, Commissioner Adams, Commissioner <br />Earman. and Commissioner Moss <br />A motion was made by Commissioner Adams, seconded by Commissioner <br />Earman, to adopt the tentative budget of $156,981,193. The motion carried by the <br />following vote: <br />Aye: 5- Chairman Flescher, Vice Chairman Loar, Commissioner Adams, Commissioner <br />Earman, and Commissioner Moss <br />M.S.T.U. <br />25-0840 <br />Attachments: MSTU Fund <br />County Administrator John Titkanich stated the Municipal Service Taxing Unit <br />(MSTU) proposed millage rate is 1.1506 and is 6.09% above the rolled back rate of <br />1.0846. The MSTU proposed budget is $56,348,983. <br />Chairman Flescher opened the public hearing. There being no speakers, the <br />Chairman closed the hearing. <br />There were no proposed amendments to the budget. <br />A motion was made by Commissioner Adams, seconded by Vice Chairman Loar, <br />to adopt the tentative millage rate of 1.1506, 6.09% above the rollback rate of <br />1.0846, for the Municipal Service Taxing Unit.
