Board of County Commissioners Meeting Minutes - Final November 4, 2025 <br />the developer would be required to provide or fund various improvements. These <br />included dedicating right-of-way and implementing traffic improvements. Additionally, <br />the developer would contribute 3.7% toward funding the future 17th Street SW <br />bridge. <br />The Chairman opened the public hearing. <br />Resident Walter McNulty expressed frustration over ongoing development in the <br />area, questioning when it would cease. He suggested a two-year moratorium to focus <br />on necessary infrastructure improvements, arguing that further development was <br />unreasonable given the inadequacies of the existing infrastructure. <br />Barbara Milas, an employee at Road & Bridge, expressed serious concerns about the <br />County's staffing and resource management. She pointed out that a single pipe crew <br />was responsible for handling over 30 failing pipes that had been overlooked for more <br />than a decade. Ms. Milas highlighted the logistical challenges faced by the crew, the <br />mounting pressure on workers, and how decisions made by County Commissioners <br />impacted the town's overall condition. She also questioned the true effectiveness of <br />community meetings, urging voters to become more aware of these critical issues. <br />There being no further speakers, the Chairman closed the public hearing. <br />Commissioner Moss urged residents to attend the next joint County Commissioner <br />and Planning and Zoning Commission meeting in early 2026. <br />Chairman Flescher advised attendees to temper their expectations for the upcoming <br />meeting, citing Senate Bill 180 and a related House Bill that limit local <br />decision-making authority over planning, zoning, and development. He urged residents <br />to contact Representative Brackett regarding the House Bill, emphasizing concerns <br />about centralizing power in Tallahassee. He noted that the January meeting would not <br />yield solutions to ongoing issues and that expecting a halt to development was <br />unrealistic. <br />County Administrator Titkanich clarified that the development project had already <br />received approval in December 2024, and that the current Agenda Item merely <br />formalized the required infrastructure improvements. <br />A motion was made by Vice Chairman Loar, seconded by Chairman Flescher, to <br />approve staff's recommendation.
