Documentation, acceptable to the planning staff, that the <br />tower shall be provided with the least obtrusive lighting <br />system allowed by the FAA, as described under item <br />15.B.2. of this report. <br />3. That, if the communication use of the tower is abandoned for <br />a period of twelve (12 ) consecutive months, the tower shall be <br />dismantled_and removed from the site. <br />U <br />Planning Director Stan Boling presented staff's recommendation <br />for approval subject to 3 conditions, noting that this application <br />came in previous to the moratorium. He advised that this <br />application is not affected by the moratorium and is to be <br />considered under the existing LDRs. <br />Commissioner Eggert asked how far the tower is from the <br />single-family dwelling located in the southeast corner of the site, <br />and Director Boling explained that the tower is located 400 feet <br />from the house which is occupied by a tenant who has not raised any <br />objections. <br />Director Boling advised that landscaping is proposed within <br />the leased areas and the owner's areas. <br />Chairman Adams asked why no landscaping is planned for the <br />east side, and Director Adams explained that there is a stabilized <br />driveway from the roadway on the east side, but landscaping could <br />be done along the roadway area. <br />Commissioner Eggert understood that the canal runs along the <br />east boundary line, also. <br />Chairman Adams opened the public hearing and asked if anyone <br />wished to be heard in this matter. <br />Warren Dill, attorney representing American Tower Systems <br />introduced several representatives from Sprint and PrimeCo who <br />would be happy to answer any questions the Board may have. He <br />stressed that co -location is very important to his client whose <br />goal is to get as many users on the tower as possible. Attorney <br />Dill realized that towers are a sensitive subject and that a lot of <br />good ideas came out of the workshop held on November 12. He <br />understood the County's interest lies in reducing the proliferation <br />of towers within Indian River County and is encouraging co -location <br />and stealth towers in residential areas. He also understood that <br />the County's desire is to discourage towers in the urban service <br />area because of concerns about the visibility of towers and levels <br />DECEMBER 3, 1996 24 <br />
